Achivements

Performance of the Excise & Taxation Department in terms of achievement of revenue targets set by the.provincial government during the last Twelve years, could be perused in the following table:-

REVENUE ACHIEVEMENT DURING FINANCIAL YEAR, 2015-16 UP TO 30^th June, 2016.

Alhamdulillah, with the personal efforts and interest of Secretary Excise and Taxation Gilgit-Baltistan Babar Aman Babar all Excise and Taxation Officers of District offices have active and vigilant to collect the revenue and got 121.30 million against the targeted revenue given by government Gilgit-Baltistan which is Rs. 55.377901 million extra from the given target during financial year 2015-16.

FOMULATION OF RULES OF BUSINESS
Under supervision of Secretary Excise and Taxation the department has initiated a case with the consultation of Home Department Gilgit-Baltistan for necessary amendments in Rules of Business and very soon the summary will approve from Chief Minister Gilgit-Baltistan.

NEW RATES OF REGULAR VEHCILES AND AUCITON OF LUCRATIVE NUMBER
The Department of department of Excise and Taxation GB has submitted a summary to enhance in different fees of Motor Vehicles to collect the more revenue and also submit a proposal for auction of lucrative numbers for Motor Vehicles.

DATA OF RENT A CAR SERVICE COMPANIES.

With the help of all Excise and Taxation Officers, the Department of E&T, has collected the vehicles data plying with Rent A Car Companies in Gilgit-Baltistan.

RIVIVAL OF SICK SCHEMES FOR E&T, Z&U OFFICES

Some sick development schemes where lying in low progress.

Secretary Excise & Taxation Gilgit-Baltistan has accelerated the same schemes of this department out of them some are completed almost 90% and some are in progress.

Beside these development schemes a new project has also been approved titled “Construction of Excise Warehouses in divisions of Gilgit-Baltistan” from concern authorities to more strengthen the Department.
With the supervision Secretary Excise & Taxation Gilgit-Baltistan the expenditure work of development Budget came into completion.

Excise and Taxation Department is at top position to utilize the development budget as compare to other Government Departments of Gilgit Baltistan

Inclusion of ADP Schemes for Warehouses

Warehouses of E&T Department has been approved in ADP 2016-2017 for three subdivision. the efforts behind this great project will strengthen the department made by Secretary Excise and Taxation GB.
Motor Vehicle Registration and Taxation Management System(MVRTMS)

The Excise and Taxation is very potential area for income generation to be used for the welfare of the people of the region. The main objective of the concept is for computerized registration of vehicles. Due to non provision of funds the objective could not be achieved so far.
Hence, to tailor the envisaged objective a scheme titled “Motor Vehicle Registration and Taxation Management System for Excise & Taxation Department G-B. (MVRTMS)” has been included in the ADP 2015-16 and approved with a cost of Rs. 89.990 million and allocation of Rs.1.00 for the current financial year.
Monitoring and Database of Rent a Car Service

There are so many companies are serving their business and established their offices in district Gilgit, Skardu, Astore and Hunza without any proper legal mechanism. Secretary E&T has felt this illegal business of such companies and issue directives to all ETOs to get the record of companies and vehicles playing under such companies. owing which the department E&T has collected the names of such companies and the vehicles playing under their supervision from Gilgit to Rawalpindi.
Strict Checking of Vehicles for Fitness

After establishment of E&T department Gilgit Baltistan fitness of the commercial vehicle is very important matter. after establishment of E&T department not taken any interest to check these commercial vehicles especially passenger transport vehicles playing from one district to another district and from GB to Rawalpindi/Islamabad after posting of Secretary E&T he felt on this issue and direct to all ETOs regarding checking of fitness of such vehicles. Resultantly ETOs are arranging road checking campaigns and check such vehicles. if vehicle found unfit the vehicle is in impounded and issues warning..

Security Guards in Pindi Bound Vehicles

in complains of directives issued from Home Department Gilgit Baltistan the secretary E&T arrange the Meeting with transport association Gilgit-Baltistan and Excise and Taxation Offices. He gave awareness to all owners of the transport association of Gilgit Baltistan to keep the trained security guards with well standard weapons on the passenger transport vehicles playing from Gilgit Baltistan to Rawalpindi/Islamabad. Secretary E&T has directed to keep vigilant to check such vehicles from time to time at different locations to ensure and implement of the given directives..
The Excise Police

There are very meager straight of excise police of E&T Department Gilgit Baltistan due to which it is very difficult to check the text defaulters, stolen vehicles, and non indexation of NCP vehicles etc without arms and ammunitions. secretary E&T felt tis difficulty of excise Police and move a comprehensive summery for the provision arms and manumissions. with the grace of Allah the summery approved from chief secretary Gilgit Baltistan and this department got 22 number of AK47 along with 2500 rounds from police department Gilgit Baltistan. in addition to this the secretary has also forwarded a proposal through proper channel for the provision of budget for purchasing of weapons to CM GB and the proposal has also approved.

Approval of Blue Lights for Excise Officials.

Blue lights have been approved with the grat efforts of Secretary Excise and Taxation Gilgit Baltistan.

Formulation Excise Act Seizure and Disposal Rules

With the great efforts of secretary E&T, a comprehencive proposal has been submitted to GBLA through minister Excise and Taxation Gilgit-Baltistan regarding excise act and seizure and disposal act. the farwarded proposal is at the last stage for finalizing from GBLA GB.

Weapons for Excise Police

Due to seazered sub standarad wapone the Department was operating beat duties without any weapon to overcome the issue the sectary E&T approach CPO and manage reasonable weapon for soomth running of operational field duty.
